<오바마 대통령에게 보내는 재미동포들의 공개서한> 전문 

오바마 대통령께, 

지금 우리들의 형제자매가 살고 있는 한반도는 한국전쟁 이후 가장 심각한 전쟁위기 상황입니다.
미국과 남한이 주도한 유엔 안전보장이사회의 북한의 3차 핵실험에 대한 제재결의 2094호 채택으로 한반도는 전쟁의 위기를 넘어서서 전쟁 발발 직전에 와 있다 하여도 과언이 아닙니다.
북한은 안보리 제제결의 채택에 대한 대응으로 안보리 발표 당일 오후에 남북사이의 불가침에 관한 모든 합의 전면폐기, 한반도 비핵화에 관한 공동선언 완전백지화, 남북사이의 판문점연락통로 폐쇄 등의 조치를 즉각 취하였습니다.

그리고 이미 지난 5일 북한은 인민군 최고사령부 성명을 통해 키리졸브- 독수리 군사연습이 시작되는 3월 11일부터 정전협정의 완전백지화를 선언하였습니다. 이렇게 현재 한반도는 일촉즉발의 심각한 전쟁위기 상황으로 몰려가고 있습니다. 이렇게 일련의 상황만 보아도 미국이 주도하는 대북 제재와 압박은 결코 평화적 해결책이 아님이 명백합니다. 그리고 지난 시기를 볼 때도 제재는 평화가 아닌, 긴장과 위기만을 불러왔음을 대통령께서도 너무도 잘 알고 계시리라 생각합니다.
미국도 북한도 남한도 그리고 안보리 참가국 모두 전쟁이 아닌 평화적 해결을 원하고 있음을 압니다. 

평화적 해결을 위한 해법은 명료합니다.

첫 째, 한반도 평화협정 체결을 위한 북미간의 대화를 즉각 시작하십시오.
현재의 위기를 타개할 유일한 방법은 평화협정 체결입니다. 대통령께서는 지난 수년간 전략적 인내를 말하며 대북제재와 압박으로 일관했습니다. 그러나 오늘의 상황이 미국의 전략적인내 정책이 성공하지 못했음을 잘 보여주고 있습니다. 정전체제 아래서는 이렇게 악순환만 되풀이 될 뿐입니다.
현 한반도의 항구적 평화는 정전협정을 평화협정으로 전환하는 것 외에는 길이 없습니다.

둘째, 미국이 주도한 유엔 안전보장이사회의 대북제제 결의 2094를 즉각 무효화 하시기 바랍니다.
유엔 안보리가 한반도의 전쟁 위기를 불러오는 2094 결의안을 채택한 것은 국제사회의 평화유지라는 유엔 안보리 본연의 임무를 저버리고 행위 입니다. 지금이라도 실효성도 없는 대북제재결의안을 즉각 무효화 하시기 바랍니다. 

셋 째, 한미합동 군사훈련인 독수리훈련과 키리졸브 훈련을 즉각 중단하십시오. 
1992년 미국이 ‘팀스피리트’ 군사훈련 중단을 신호로 북미대화가 시작되었던 경험을 살려 한미합동 군사훈련인 ‘키리졸브’ 훈련을 즉각 중단하여 격화된 긴장을 완화시키고 북한과의 평화적 대화를 시작하십시오.

이상과 같은 우리 재미동포들의 간곡한 염원과 주장을 한반도 정책에 적용해 주실 것을 강력히 요청합니다.

<Open Letter to President Barack Obama> 
Dear President Obama, 

At this moment, the Korean Peninsula is facing the most serious danger of possible outbreak of war since the Korean War. It is not an exaggeration that the United Nations Security Council Resolution No. 2094 (tighter sanctions against North Korea following North Korea’s third nuclear weapon testing) has brought the matters to hair trigger situation, as North Korea, in response, has announced the renouncement of nonaggression agreements between the two sides of Korea and the cessation of the hot line between the two governments. Moreover, North Korea has already declared its abandonment of the Korean War Armistice Agreement starting on March 11, to coincide with the start of the Key esolve/Foal Eagle joint U.S.-South Korea military exercises. All these ominous developments are leading the Korean Peninsula closer to war. 

Through these years, we have seen that sanctions and pressures against North Korea are not realistic approaches towards peaceful resolution; rather they have brought more tension and crisis. All nations -- the U.S., North Korea, South Korea, and the U.N. Security Council member nations – will surely want a peaceful resolution and not resort to another war. Indeed, a peaceful resolution is the only viable road for peace and security in the peninsula and the region. 

We ask the following: 

First, initiate dialogue with North Korea on the road to peaceful resolution, culminating in the formulation of peace treaty, as the only way to move away from the current crisis is the replacement of the Korean War armistice agreement with a peace treaty. You have pursued a policy of strategic patience towards North Korea through these years, but this path has not succeeded. Under current armistice mechanism, this kind of crisis will repeat itself constantly. The only way is to convert temporary armistice to real and lasting peace, guaranteed by a peace treaty. 

Second, we ask the repeal of the Resolution No. 2094 as it is a catalyst of bringing the Korean Peninsula closer to war. 

Third, we ask the end of Key Resolve/Foal Eagle military exercises. As the cessation of the Team Spirits exercises in 1992 brought about the start of dialog between Washington and Pyongyang, dialog can restart with the end of Key Resolve/Foal Eagle exercises.
